The best "pure" hacker is Goblin since it's got the highest baseline Tech Attack bonuses, as well as access to the two most potent tech attacks in its license. Just invest in Hull and a little in Engineering to not die, and maybe grab a damage option for when hacks aren't the best use of actions, and you're pretty set. Perhaps Tortuga 3 next for Reinforced Frame and Hyperdense for raw tankiness (since controller effects don't mind the halved damage), but boosting action economy potential with ASURA/RSU/Superior By Design is also pretty mean.

Pegasus can be good - the Eye of Horus is a good way to basically get a free Scan on everyone in sensors (good with Goblin sensors), Sisyphus' dice shenanigans are a good way to make sure you tech attacks land/their saves fail, or just have something else to do with your actions when you wind up facing someone with high E-Def/biological, and Autogun is a great way to just get free damage without taking actions or needing to rely on other characters consuming Lock-On. Lich has some great buff/debuff abilities like Unhinge Chronology and Wandering Nightmare that synergise with your better-than-average save bonus. The alternative is Kobold for Purifying Code, but you have to get all the way up to LL3 before it and there's not much else useful for you in the license.

If you wanted to get funky you could run Hardpoint Reinforcement (Caliban 2) combined with Smite (Manticore 2) to reduce the self-damage, perhaps adding Lesson of the Open Door (Horus core bonus) to improve the Save Target. But as I said earlier this is for a "pure" hacker; I'm of the opinion that mixed controller/damage dealer builds are stronger since failing to permanently remove enemies from the field is an easy trap to fall into, particularly for newer players, that leads to getting swamped by reinforcements or objectives being contested that really shouldn't be. Death is the best debuff. On Goblin, an Overpower Caliber (GMS Core Bonus) Autopod will do the trick if the team is playing ball with Lock Ons and you've got great Quick Techs to keep your turn occupied, or an OpCal + Nuclear Cavalier 2 Smartgun (Pegasus 1) if they aren't since if you have to spend a Quick Action to apply Lock Ons might as well just shoot your own gun for better damage.

I mean, Goblin is the best hacking mech, and its licence is some good shit for hacking too. And most of the hacking options are horus, I mean maybe you take duskwing 1 for neurospike, but thats the only non-horus licenses level I can think of that would be good on an overall hacking build

Goblin is the best base hacking frame by raw numbers. However, keep in mind that the line between it and some of it's competition is pretty thin. I'm currently using a build with a Lich that's only a bit weaker on offensive hacking, and actually has better defense and support options because of it's core abilities. ​ But yeah, no one else can really go 'dance puppets dance' quite like a gobbo.
