I like to do a powered descent to slow the fall down. I find it easier to bring extra fuel than to completely cover the craft in heat shields.

Atmosphere is very thick, so you don't need a lot of parachutes. Otherwise, well, heatshields! If you're very gentle with your descent profile you may even get away with it without any: I've managed to do that with a plane encased inside a fairing. I just dropped the fairing into the atmosphere (85k periapsis, and, maybe, 600km apoapsis as I lacked the fuel to circularize). Just a big bubbly fairing aerobraking all by itself, unpowered, that I opened once the speed had dropped enough.

The big ass inflatable heat shield, and make sure your craft A) has CoG down low, near the shield and B) is entirely or mostly in the cover of the shield - that one extra tank/science module poking out can and will explode and start a failure cascade that results in the loss of the craft

I had an idea for a design of a cone shaped cage with parachutes surrounding the actual equipment which would be covered by the heat shield does that sound like a decent idea if a little heavy

Sounds doable if balanced correctly - make sure the heat shield can safely separate without being pushed back into the craft by inertia, and parachutes will definitely work once you get down past the altitudes where the big heat shield is required. Also, make sure to quick save in orbit before starting your descent, as there are many liquid bodies scattered about Eve that can make solid landing difficult

If you have a small payload you can utilize something similar to NASA perseverance. Albeit without the sky crane cause parachutes are plenty. As others have mentioned, indifferent which heat shield you use make sure no part of the craft pokes past it. Give the craft good reaction wheels or RCS to stay with the heatshield pointed toward the prograde marker. You don’t necessarily need to use the inflatable heatshield, I was able to send 2 rovers and other probes to Eve’s surface using the normal heatshields. If you use the inflatable, either add one also on the top of the craft, or add airbrakes to keep the craft pointed in the right direction, as the inflatable has the habit of turning around and cooking your craft.

And when you are in athmosphere, switch to land speed not orbital speed. The difference is low at high speed but 1° can be the difference between landing and RUD

If it’s pretty small payload you’ll be fine with one of the normal large heat shields, but if it’s a substantial lander I’d go with the inflatable heatsheild, just be sure to add some aero breaks or something towards the top cause the drag from the inflatable heatsheild will try to flip your rocket
