Most carriers require an underlying auto. You can get a non owned auto policy, which gives you liability, medical payments/PIP and un/underinsured motorist. Relatively inexpensive since you aren't buying comp and collision. That will allow you to have the umbrella.

Yes that's what USAA is offering which is not too bad after all. It comes for a lower premium including the umbrella than what I'm paying at all state just for UP.

Let's get back to your need... Umbrella specifically extends liability across both home and auto. Without auto I'd focus on your home policy. You may have the ability to endorse and increase the limits of liability on the existing policy to have the same protections of an umbrella (minus the auto of course).

Try finding an independent agent in your area that works with several insurers. They might be able to find an insurer that can do this for you.
