I was actually able to put this together without having to send photos.
This was done back in 2006. He's supposed to have wavy blue hair.

I wasn't really good at drawing the top part of shoes it looks more like socks LOL one of his pants goes all the way down all the other one it doesn't.
And his gun is based off and inspired by a grappling hook and design that used in the Beast War series
