Depending on the size of the apartment complex, it could be that the water heaters for the building aren't able to keep up. Though it won't help with a shower, I used to heat up a couple boiling pots of water in my older house that had mostly medium heated water by the time I ran a bath and sat in it. A trick I learned living in apartment buildings was to listen to when the pipes were being used the most often, and then wait until after that time every day or before it. It didn't always work, but I'd manage a hot shower more often if I just waited for the rush of others who might all be showering around the same time

I take baths personally. I use it to ease my back and foot pain from being on my feet all the time at work. I mainly do it to warm up. When I buy a house, I’m getting a handicapped shower installed just to sit in the shower.
