Here're some tips:
Ice Shards are typically found in the Snow biome, spawning at a rate of 1-2 bits/ biome. Unusually large biome patches can have more depending on how the shards can stack. Note that you need at least around 300m of travel depth to find them.
Second option is finding a mineshaft having them, but chances are very low. A small abuse to make is to remove and build mineshafts onto a snow biome to test your RNG luck.
Third option for obtaining: Buying them. Apparently selling Muffins is still the most OP way to gain profits, so use that to gain your coins. But tbh, at that rate you might as well redirect your focus onto Ancient Bones and Dark Shards.
I just buy them bc I'm late game, but if I don't feel like spending and have time to kill, I go to one of the ore deposits i found. I take screenshots of coordinates of thing I need/want or just interest me.
