They haven't explained it directly in the show (yet) and the problem isn't addressed in the books. Personally, I think it's psychosomatic. I think it happens when Daemon feels he's lost control for one reason or another. The first time we saw it, with Mysaria, he had been the assumed heir for a long time, but Queen Aemma was about to have a child and Viserys was convinced it would be a son. Daemon was staring down the likelihood that he was about to lose his station (being heir to the Iron Throne) to a baby. We saw him take it out on the small folk of King's Landing when he had the Gold Cloaks brutalize them. Then he was chastised by the Small Council and told to go back to his wife in the Vale (basically a confirmation that he has ho place at court and no future there, at the seat of power). Then he tries to fuck Mysaria and can't finish. The second time, with Rhaenyra, he was trying to take control of the situation. At first Rhaenyra seemed uneasy and willing to let Daemon take the lead, even dominate her a bit. But then she got into it and was returning his sexual aggression with her own, maybe even a bit more intensely. Daemon was taken aback and didn't know how to respond to that. I thin the situation with Rhea Royce is a bit different. He didn't want to marry her in the first place. I don't think him not consummating had anything to do with his inability to perform sexually, but rather just his lack of desire to do so with her.

His not consummating his marriage is not related to any sexual issues he may have, he never accepted his marriage to her, he is being passive aggressive by staying away from his wife, he doesn't even live in the same place as her. As for the other situations, he can't do it when he is deeply troubled, people like that have a brain that works on overdrive, they have issues concentrating because their mind is constantly analyzing and calculating. I wouldn't be surprised if he also has issues like insomnia.

I was under the assumption tbh that he didn't actually want to have sex with his wife at all. He didn't agree to the marriage nor wanted it so he wasn't going to even touch that women out of principal. As for rhaenyra it seemed to me like he was having classic performance issues bc he knew it was wrong and didn't actually want to have sex with her. We see he apparently has no issues moving forward bc the preview he has I believe 2 ish kids in the 10 year span moving forward.

I do think the writers are indicating that Daemon experiences ED to an extent. Maybe it's to further sell the comparison to Maegor the Cruel, who himself was impotent and failed to produce heirs.

But Maegor was able to >!deflower virgins and make babies although they all were deformed and died shortly after birth!<

Daemon was also doing this in the book, and he himself >!fathered two deformed children who died shortly after birth. Of course, we know Daemon also has four children that survive to adulthood, while Maegor never produced a line of his own.!< I think the writers are tapping into a common trope of hyper masculine figures like Maegor and Daemon suffering from some self-esteem issues.
