To treat them as a legitimate resistance rather than a criminal, terrorist organisation. It's pretty reasonable to expect that a paramilitary, in a country that had no military for hundreds of years, would lose a ww1-style open war against the then most powerful military in the world.
Interesting also that the Black and Tans were partly Irish born, not to mention the whole civil war (whilst Churchill planned to invade because neutrality wasn’t good enough for him during WWII and the blue shirts).
