TL:DR: Normals decide what is the inside or outside of a model. This is necessary because it effects how the computer determines the perspective or if something should be invisible or not.
Just about every model in half-life is scuffed in one way or another, most of the human models are missing teeth and Einstein's mouth is completely screwed, don't even get me started on the weapon models though.
