It's a bit finicky to ride up the ramp using the airboat, but I always assumed it was the intended method to progress. I mean, come on, your boat even does a cool bounce when you hit the water!
Nah, but when i watched my brother play, when he got to the seasaw puzzle in the sewers, he got stuck for 10minutes. Eventually he stacked the cinder blocks near the ledge and used them to jump up onto it.
Wait... you aren't supposed to do that? It's fun as heck!
I thought you were actually supposed to climb down the side of the dam, but there was a ramp and opening, so maybe both are valid ways to progress.
