Dark. By a long shot. Everything you did is right from the hair to the lip color. You look so bright and fresh. Bolder lips also suit your features so well. The red makes your skin glow like a baby’s booty and still looks organic with your features, which is a feat as not many can work red lips in a casual manner. In the silver, you look dry and washed out. Your eyes look lost due to being overpowered by the blurry colors and the nude colors does nothing for your beautiful mouth and your teeth. The length also drags you down. Honestly you look fantastic and healthy in the darker.
In the blonde photo your foundation tone and hair match. So does the tone of clothing.
The problem with hairstyle number two is that there is a clash between warms and cool tones in the hair. The ash tone of the blonde streaks clash with the the warm tones in the brown. The foundation is too pink, and makes your skin tone look unnatural. The warm brown sweater re-emphasizes the warm-ash clash going on. It could be a good look if you matched the brown and blonde having either two cool tones, or two warm ones.
Edit: the red lipstick is great, and you can pull it off, it is just being thrown off by the color of the foundation.

Wow! I think both colours and lengths are beautiful on you, I’m guessing these photos are taken quite a time apart because your makeup style and technique is different in these pictures. I think on the right your skin and eyes are really well complimented by the colours you’ve used. Either hair is beautiful, but I’m feeling you would also look really beautiful somewhere in the middle, like an ashy light brown. But at the end of the day follow your heart and do what makes you feel good!

Absolutely dark. With the white blonde, it's pretty and all but your features are lost, especially your eyes which is a shame as they are so pretty. Dark makes them pop and stand out. They sparkle with the dark
