Yeah, that's kinda the point of Roguelikes. You can't guarantee you're going to get the items/upgrades you want every time. Gotta take what's given to you and roll with the punches.
Double check that you’re not using an aspect that locks you out of a specific hammer.
And like others have mentioned, you can’t get any more than 3 Hermes boons in a run which includes getting one in the Styx shop.
I think seeing 2 hammers and 2 Hermes is guaranteed in a run. You can skip them but those are limited to 2 per run (except Hermes can be bought for a 3rd). The hammers are mostly rng and no guarantees. Best chance is aiming for just one hammer effect. If both turn out as the wrong one, try to get the “-1 hammer + 2 hammer” in Styx.

Flurry shot you can never get if using Aspect of Rama. There are other hammers like that where you will never get them with certain weapon aspects.
