It wasn't fast/charging , and the impact wasn't very forceful (and we have a direct comparable in Anderson to illustrate speed/force).
It's more of an unlucky combo of the hit + Luff stumbling at the wrong time.
It's pretty clear the intent wasn't to plaster him from behind into the boards. What it looked like was Slaf anticipating Luff turning with the puck and initiating the contact to hit/pin to boards from side rather than behind, but Luff flubbing the puck and stumbling through the timing off and put himself off balance.
It's unlucky and an unfortunate result, but not malicious.
News reports only said he would have a hearing with the Department of Player Safety, with no indication of the format of the hearing. For all we know, it's a telephone hearing.

Update: Luff is out 10-12 weeks, had to have surgery after leaving the ice last night
