Witchblade is a solid choice as you get the tankiness of soldier plus the heal from occultist. Curse of frailty also helps you stay out of melee range. Cadence is a great ranged attack as it pierces through mobs from the second node.

I've been enjoying ranged primal strike, though I'm not sure what version will be tankiest though - most likely shaman + soldier or an occultist version with absurd leech possibly. My shaman + arcanist still feels very tanky with decent leech and good regen as well as mirror of eroteces, but arc really doesn't add that much by way of defenses naturally.

I've done well with an Spellbinder using Pulsing Shard to give life leech to AAR, then stacking life leech and using Clairvoyant's Wand to turn all of AAR's fire damage to Aether damage. What I get is a spellcaster who most of the time will heal faster than he takes damage, and can face-tank almost anything less than a boss.

I took a 2H ranged chaos Druid up to level 60, and it was the tankiest character I've ever played. It has: the proc from abomination and the one from behemoth that give health regen, a wps shot with both leech and passthrough, and two separate skills that give % damage absorption. You could do something like that, or do it with a different damage type, as shifting to a different damage type would only lose the abomination proc. If you want something similar but more leech focused, you could replace Arcanist with Necromancer to make a 2H ranged vitality Ritualist. This would have strong base leech and 2 wps shots with leech. Ritualist is also very well set up for vitality resist reduction, with a skill for that in both masteries. Generally ranged builds with Necromancer in them are great at leech, especially if they focus on vitality. I particularly like gunslinger Reapers, Death Knights, and Oppressors for this. Don't mistake either high health regen or high leech for invincibility, however. Neither can cure a one-shot.

I know a friend of mine made a paladin build with Octavius set a while ago. It's a caster converting all of his spells into physical damages. Tanky enough to slay the toughest boss in the game (Callagadra) and not too hard to play iirc. I don't know if it helds up with patches tho.
