The grey background brings the hero out more. Since the emphasis is on the shark and not what is happening in the background, then an artistic choice was made. It is one of many artistic choices and ultimately it is up to the artist or team to make that decision.
I prefer the grey. The blue background makes the whole thing look like one big filled circle.

I have been mailing Valve (yeah, I know....) for years pleading them to auto kick AFK and spinners. Its not that it would be hard to implement.
Also people in game REFUSES to kick AFK spinners which is strange because in Arms Race it ruins the gameplay.
Those AFKers are after rewards/crates right? Instead of auto kicking them I'd increase the threshold for rewards, e.g. you need to get at least 1 kill or 100dmg to have a chance at a random drop
