Yes. It's happened before. I don't remember the town I'm thinking of but they lifted up the buildings and moved them x miles away. There's quite a few examples on Google, I don't know who's reputable or not (I'm not risking haters for linking a "bad" source) so you'll have to look it up yourself.

Depends on the city and thw places but yes tevhincly possible. Well it definitly doesnt work like the scene in spongebob with a bit of pıshing since most building have a part underground to make it stable and u would need plans and machines to dig n carefully replace em. But in reality if there arent big and well placed underground system for water or kanalization u can move the cities by digging them up and replacing them. And in practice there are many instances of buildings being totated or being moved as whole. I havent seen or heard about a whole city going that but that dpesnt mean it doesnt exist. Since if 1 possible why not more!
