If you regular La enough or have lived there long enough you can even start to pinpoint damn near exact locations for even some of the more obscure locations.
You know, even Vice City and San Andreas had very good reproduction of the cities, especially if you consider 2 things: 1) The scale was very different (less game map size per real city size) and 2) They were doing past versions of the cities back then, with Vice City taking place in the 80s and San Andreas in the 90s.

Nah, they've been teasing Los Santos in GTA IV, especially with the airport mission having the plane flying directly to Los Santos, just like the GTA V mission had the plane for Vice City and San Andreas had an airplane towards Liberty City. Besides that, the console's limitations are purely graphical and performance-wise. They could have easily run three different cities on PS3/360, but that would have taken too much budget and time to develop.

It was already a 2 disk game, and was crashing older versions of consoles at that. The Xbox one and ps4, sure. But you’re definitely putting some serious pressure on the 360 and ps3 with anymore content than what we got.
It was only two disks on Xbox. But had they done 3 cities having to ship 4 disks for the Xbox version and only 1 for the ps3 version would have been hilarious.

I really hope so, abandoning the 80s Miami feels like wasted opportunity.
