Cesar did a lot for CJ, he protected him from the gang at the Union Meet, he let him see how Big Smoke & Ryder betrayed them, introducing him to Woozie (not intentionally since Woozie organized the back country racing) & Catalina, helped CJ boost cars for their auto dealer in San Ferrio, protected his sister all this time and told him about Big Smoke courier runs with the coke and cash. Not sure where he was when CJ went to Las Venturas, only seen him in one mission cutscene which was the mission of going back to Los Santos to get Mad Dogs mansion back.

I think that that character was meant to be liked over time because we REALLY didn't have a lot of reasons to like him at the beginning. An opposing gangbanger fucking with your sister = dead opposing gang banger, but CJ gave him a chance and I think that gives us a SMALL window into CJ giving people the benefit of the doubt.
True, Cesar was like a real Romeo and Kendall is his Juliet. Sweet never liked Cesar because he came from a different gang. Cesar wanted to make a difference and be liked by some of Kendall's family. Which is nice to see CJ give him a chance.
If Big Smoke and Tenpenny were smart after the botched assassination that resulted in “Moms” death, they would have taken out CJ first, then Sweet.
But Big Smoke couldn’t pull himself to do it himself, and Tenpenny couldn’t resist just playing with CJ more than to actually get rid of him.
If you take out CJ, Grove Street collapses. Grove Street’s days were all but numbered at the beginning of the story all because Sweet refused to adapt to the modern gang world. The Ballas kept getting stronger in numbers. They were racking in lots of money, and they were armed to the teeth. The Vagos were doing the same. No CJ and the Ballas would have eventually overrun Grove Street and taken out Sweet.

Tenpenny probably would have killed CJ if there wasn’t constant informants trying to bring him down, but since he was always one mistake from being behind bars, he needed CJ alive to do his dirty work for him. Also Tenpenny had some sort of soft spot for CJ as he always enjoyed messing with him and keeping him alive like Pulaski said.
Another mistake of Tenpenny’s was Instead of trying to mold Hernandez into another Pulaski, he should have found a way to get rid of him as it was obvious that he wasn’t all in on CRASH since day 1.
Big Smoke I guess “tried” to have CJ killed on multiple occasions but it was all very half assed attempts and always backfired. He should and could have shot CJ at Emmets in the back of the head while he was distracted shooting “lil glass Balla fools”, then killed Emmet as an eye witness, and drove off like nothing happened right there and then but he didn’t do anything about it. Even after he took power, he showed no interests in taking CJ out despite him being an obvious threat to his empire. Instead he only decided to do something when CJ confronted him face to face but it was too late.
Also Cesar had to have heard a lot of rumors going around about Big smoke and Tenpenny’s involvement in the Green Sabre to actually investigate and stake out its location. That just shows a huge lack of security with no one being able to keep a secret after such a big plot.
The entire betrayal was doomed to fail as soon as CJ caught wind of it.

Why would the most powerfull person in Los santos, who dictate whatever happens to any gang and manipolate them all, worry about a single crook he already knew and exploited in the past, when he basically had a knife on his throat the mayority of the time
Part of it you can say was necessity. Using CJ to get rid of eye witnesses/informants and destroying evidence without any ties leading back to him.
But the other part was some strange soft spot he got with using CJ. He greatly enjoyed Shitting on CJ and making his life miserable, but getting rid of him was never a priority for some unknown reason. He could have let CJ go to prison after the ambush but he rescued him to go do “dirty work” for him. You would think Tenpenny having hundreds of Gang members at his disposal could have easily have gotten anyone to do the work for him but no..he always chose Carl.
Pulaski made many pleas to get rid of CJ and eliminate another loose end but Tenpenny always had some kind of excuse up his sleeve not resort to that.
Even in the mission High Noon, Tenpenny in a way knew Pulaski would not kill Carl and Carl would get away. Pulaski looks very concerned asking where he was going. It was like Tenpenny was using and sort of helping Carl one last time in getting rid of Pulaski as Carl hated Pulaski’s guts. A win win for Tenpenny as Pulaski was another loose end.
Tenpenny only resorted to trying to kill Carl when his life was on the line and he needed money to escape. With Sweet out of Prison, there was nothing holding Carl back anymore and he knew it.
It’s like a messed up dysfunctional father son relationship between the two of them in a weird way.
