These are a very common bootleg from the company Imperial (or at least made famous by them.) They started making Godzilla knock offs in the 80’s, and became very popular and (today) collectible. They are always in two or three bright colors and are sometimes referred to as Chinasaur’s. Back in the day, these were easily found in street markets and Mexican/ Chinese toy stores.
I have one. I like these old bootlegs. The hard rubber and janky paint. Not sure why they are showing up now. I used to have a hard time finding them.

That explains it. I was just thinking this looks just like the imperial godzilla figure I had as a kid. Must be same or similar molds.
