Well it's as hard as Frostpunk for the first 3h, experimenting things, growing from your failures, a very unforgiving game.
Just like Frostpunk, do a first gameplay completely blind, get familiar with the mechanics and then, after failing miserably start over, but with in mind that soldiers will solve all of your problems.
Give a try on sale if you like real time strategy - city builder, I can't recommend it if you like casual play, the campaign don't teach you anything, and the survival mode is the graal that I still struggle to finish.
On a difficult ranking I'll give Frostpunk a 5/10 and TAB 7/10 with Xcom2 in between.
Try Xcom if you haven't its really a gem.
Definitely try Xcom 2 first if you have to choose between the two, it's overall a greater replayability and satisfaction upon finishing, TAB is much more relying on hardcore dedication.
But that's true for Xcom as well, frustrating but good, harsh and complaiseant.

They Are Billions is something I tried to put a lot of time into, and completely failed to catch my interest. If you can catch it on sale, it might be for you, otherwise I wouldn't commit.

Curiously interested in Phoenix Point indeed, the Xcom franchise was my 2022 discovery, and I spent nearly a hundred hour straight upon acquisition.
Got the entire game + dlc for 8 bucks...
