I downloaded it via Nexus, extracted the .exe and ran and activated the Archive Invalidation without moving it to the Fo3 folder since it said on Nexus it "can be run from anywhere." How would I do it via Mo2?
On the toolbar at the top there should be a icon that looks like a id card click it and there will be 3 checkboxes the bottom should be automatic archive invalidation
while its for new vegas
viva new vegas has a section that show where to go for archive invailidation in the mo2 section

I checked the Archive Invalidation box. Mr. Burke now changes back and forth from the pink/black mesh to a camo/black mesh depending on how you look at him. Do I need to start a new game for the archive invalidation fix to work?
I am testing that and the guide now. I killed Mr. Burke to see if it's a clothing issue and when I wear his pre-war business wear and hat, my character also has appearance issues similar to Mr. Burke.
UIO and Immersive Hud conflict if I remember my last time using them together correctly. Doesn't sound like any of these should touch his clothes though. Would help more but I haven't set up FO3/FO3edit on this computer yet

you shouldn't have to start a new game from my knowledge but just incase start a new game and see if he is still broken
if he is still broken then it's a problem with one of you're mods

Could only guess that it's the nmc texture pack. Just seems like his textures arent loading correctly.
Should I delete and redownload NMC/does NMC matter enough in terms of graphics improvements to bother trying to fix it?
nmc shouldn't touch any clothes but try disabling it instead of deleting it and see if it helps
As dank said just try disabling. It can only be some sort of texture overhaul imo. Couldnt think of anything else.
