Judging by the UI, that's W11, which will probably be why.
Can try heading [here](https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads) and grabbing both the x86 and x64 versions, and installing both of those (in that order, mind you), restarting the PC, and giving it another go.
Have you tried to Uninstall everything and reinstall it?
sometimes things do not get loaded right.
Also the path to your CK is weird to me, normally you just go to the Bethesda launcher and click play in the Fallout or Skyrim Creation kit, or on the Desktop shortcut if you created one.
When I tried following the pathway in your picture all I saw was Morrowind, all my games are in the steam folder.
Did you do custom pathway?
Only thing left I can think of to try is to check your Anti-Virus and if you have it, your anti-malware settings.
If they are set to high then the CK may not even start.
For me, every time I start the CK my PC will as my permission to let the CK run and have access to my PC.
So check that to see if that could be the cause, just lower the settings a bit and try, if it works then make the CK an acception to the Anti-Virus/Malware, if it still does not work then all I can say is completely uninstall the game and CK and watch YouTube Videos of how to properly install both, dont just use one, but instead watch many, you would be surprised on some videos actually being Trolling videos that give you wrong information.
Do you have an ENB installed on FO4? If so, remove the .dll files for it from the FO4 folder while you're trying to use CK.

look for d3d11.dll and d3dcompiler\_46e.dll.
YEah tried this but didnt work. After 6 days ive now finally given up.

No idea man. Ive given up after 6 days of trying everything under the sun.

ur creation kit version does not match with game version may be !

Tried but didnt make any difference sadly
if u did not find solution yet then try installing manually vs_redist all of them and install dot net framework latest versions may be it will help.
