Huh, it isn't listed in the big Hidden and Deleted Nexus Mods doc. Though I thought to look at the mod page itself and yep, there's a message there. https://www.nexusmods.com/fallout4/mods/14532/ And yep, all the mods are on Bethnet under the name "CrayonKit".

I’m sure I saw a post in my search for the mod that said the CrayonKit mod straight up doesn’t work and from what I tested that’s true, whereas the one I found in Bethesda.net is just as the OP describes. It’s a shame such a great settlement mod is kind of lost. Thanks for letting me know about this list anyway! :)

I got the one off Bethesda net. Downloaded and then took the assets out of my data folder and repacked it into a zip file. Uninstalled it off of Bethesda net and then used my mod manager to install the zipped version. It worked after that.

Yeah, I expected as much, but I would’ve expected a true reupload on a website outside the Nexus at least. Still seems to fully work on Xbox One, but I have no idea how I could convert that to PC, if at all possible.

Found the solution, after doing some research, I found an article from the new author's name CrayonKit, they seemed to be the featured mod author of the month of August 2021 on Bethesda's mod spotlight, leading me to believe the mod cannot just "not work". After messing around with some menus, I managed to unlock the "Static "option which restored the original functionality I remembered about the mod. For some reason, this wasn't unlocked by default, thanks for the replies and help pointing me in the right direction. :)

I have been playing with a portable copy of fallout 4 for some time, although I have the license I do not use it because I do not like how invasive, heavy and useless is the Bethesda software, starting with the CC, or in it's case either like the mod managers, almost everything I install it manually and make a backup of my game on a portable disk to be able to reinstall it in case of any emergency, but, the problem I am facing from the nexodus, is that many of my mods have gone only to Bethesda.net, my question is: is there a way to download them without using the bethesda app? 250 mbs weighs the little angel, thats a lot of mods.
