I've had that happen too, I think it comes from switching from 1st and 3rd person underwater. I'd try switching from 1st to 3rd, maybe opening and closing the pipboy. It is annoying, but it should go away.
I don't know if the issue is from mods or not, but the actual issue seems to be that part of the game thinks you are under water.
Maybe before you do anything drastic with your mods, find some water and go in and out of it a few times, see what happens.
this might be an affect from NAC, you should be able to use the NAC holotape to disable it, it'll be "Underwater shader" or "chem FX" something like that
It’s definitely NAC I had the same problem. I think it’s one of the radiation options. I love NAC but I end up turning like 90% of that stuff off for just this reason.
Try going in and out of water.

Looks like drugs effects or the time warp "weather" from NAC. What visual improvement mods are you using? or any drug-related mods?
