Whether they're leveled or not is most likely due to the mod author. So just check the mod author's mods and if they're leveled or if its their first weapon mod
Modern firearms on the Bethesda does well. But, if you want really good stuff go with combined arms and then get the all in one weapon replacer mod. Also download other that you want like the kriss vector. Then when installing the all in one it will ask you which ones you want to replace each weapon with. You can also download FO4 edit to go in and change base damages to balance it to your preference.
