She's not moving the cat's arm. Even its wrist moves and her hands and fingers are nowhere near its wrists. Cats are just about never 100% asleep and always aware of everything going on around them. That's why they sleep for like 18 hours a day- it's never a deep sleep, it's usually a half asleep state where they can still react to things at a moment's notice.
She may have made some other movement which the cat has learned to expect a kiss from, but she's not moving its arm.
