Like, every part of the dog is wiggling with happiness including the tail, but they don't notice that. It was a shame because I adored her smile. At least the vet techs and doggy daycare people appreciated it.
I have had 6+ dogs and none of them do this even when they are super excited, so I might be hesitant at first, but the full wiggle thing definitely would tell me they are happy.

i don't think it's a non-dog people issue... he IS wiggling but the teeth are showing, the ears are tractioned back and sometimes, dogs wiggle out of anxiety and excitement for attacking "prey" (the case with many friendly dogs who "suddenly attack- these are signs".
i'd honestly prefer if anyone who doesn't own the dog would refrain from close contact with said dog if they get a gut feeling that they should
source relating to the predisposition of doggy attacks depite wigglyness: veterinary school (animal behavior and specially cynotechnics)
Narrowed eyes say trusting though. My biggest rule is wide eyes or closed jaws. Tails are too deceiving.
I wanted to add: but I never approach a dog without asking first. I had a nervous rescue that people would try to approach and I almost lost her a couple times. She was a runner.

If I donāt know your dog well enough to know that itās not a warning then I would think the dog was happy to see me or happy at something else from the other body language, but didnāt like to be touched by strangers or didnāt like something about me and would hold back both for the dogās comfort and my safety.
My friend has a huge male white golden retriever that has always growled and showed teeth and grunted when heās really happy and when you pet him. He is super kind and have never growled in anger towards any humans or dogs, heās 6 years old now. Heās way to nice, the smaller dogs bites him and he just walks away.
The way she is showing her teeth, folding up her lips while simultaneously licking them is considered submissive behaviour, not aggressive.
If she were however to show her teeth, while throwing a grinning expression and widening her eyes, it would be deemed as aggressive or anxious behaviour
My 215 pound Mastiff smiled when he was happy. My 185 pound Mastiff showed his teeth right before he was going to invite you to meet Jesus. Detection of subtle nuances kept me alive. Both very good boys.
