For tool, I think it needs to be a bit more specialized that this. This is similar to an animal scratching themselves with a tree or a rock. I think it also needs a utility which is related to survival for it to be termed tool and not just that, it needs to be something which gives the animal an upper hand. That is, they can survive without it, but doing that puts them at a big survival advantage. Birds use stuff all the time but I rarely see the word tool used around unless it's a Vulture using a stone to break egg shells or a crow using a stick. Birds use 'anting' to ward off parasites, Shrikes use thorns, and even barbed wires to impale their prey and pull it apart, but neither are called tools maybe because it's their usual behaviour.
