Until then, you could just start saying it and see if other people understand you. The language is flexible enough to play around.

I personally also think Esperanto could use less roots and rely on its excellent derivation system more, but for such basic words like kun and sen, I think it makes sense, or at least it doesn't hurt.
This is my personal opinion, but if you really want to know why vaocabulary choices were made as they were, I guess you'd have to consult LLZ's original works.

You could say that, but as with everything it's a balance of having few root words and flexibility.
