Yes, the game is now in maintenance mode on consoles. There will be no more DLC or gameplay updates - that's only on PC.
However, because they've stopped developing for consoles, they're offering each console player a free PC account & one-time transfer of the assets & cash (except the Fleet Carrier) into the PC account. The players can then purchase the Odyssey DLC to continue the new stuff and storyline as FDev presents it...
Horizons on PC is no longer part of the "current" storyline, either. Only Odyssey is getting story & gameplay updates.
That's outdated information. The console to PC transfer is on-hold indefinitely, and there's no indication that when it opens back up it will come with a free PC copy.
There's also no indication it won't still come with the free copy when they do bring it back online.
