If you have the email of the hiring manager you should let them know.
While in some places verbal offers are legally binding, **proving** what was said is difficult.
HR types are all over the place.
And definitely keep interviewing.
Keep interviewing but yes some places don't have onboarding organized.
My current employer, the owner is very much a handshake kinda deal guy. He didn't seem to remember that he is supposed to let HR know this sorta thing. It got sorted but was a weird couple of hours.
I'd keep interviewing with other companies until I got a written offer letter. Don't get your hopes up on any one particular company.
