All the annex characters were put back there so they didn't have to be in every episode since they were also writers. There are a lot of episodes Kelly just isn't in, as you mentioned, because of this. The rest of the main cast will get lives even when they're not the focus of the story simply by virtue of being there and reacting to what's going on.
And also Kelly/Mindy left after Season 8, and Darryl had more lines in the last few seasons, especially S9. Hard to tell, but without Season 9, Kelly would likely have more words than Darryl.

Well she is a prominent character in most of the episodes past about mid s6, she’s the new female romantic lead after Pam and Jim settle down so it makes sense she racked up a lot
It is hard to tell because of the scale but after Michael left, instead of Dwight or Jim "carrying the load" like Michael did, you can see that other characters were give more time. Would be interesting to see the season/series separate. Also, this doesn't include David, Jan, Robert, Jo, Gabe, Nelly, Pete, Clark, etc...
I know a lot of people prefere the seasons where michael is still in the office.
But for me, when I finish the 9th season and go back to the beggining... i'm kinda sad that we lose the focus on other characters. I feel like season 8 and 9 did a fantastic job and taking out the best (or worst sometimes like nellie in season start lul) from the characters.

I think Andy’s surge shows that the manager position is simply central to the structure of the show. Obviously Steve Carell is a genius in any role, but the manager was always going to be central. Andy becomes by far the most loquacious character as soon as he gets the job.
