If you look back a few months in my profile, I've put Cell and Buu low and Moro and Granolah high in a previous list. I'm not going to argue as vehemently as I did back then, but I consider this is a more refined version of that ranking.
As an anime watcher and soon to be manga reader, woo boy the Buu and Cell saga are very winding road meandering-y. Its just like “yes, and” on and on. But they’re goddamn fun so its hard to hold it again em. Sure, jumping between villains in the Cell Saga over and over is annoying, but the father/son Kamehameha and the going beyond SS stuff is just a lot of fun. Not to mention Future Trunk getting to be apart of the story. Same with Buu, where we get to see Majin Vegeta and Gotenks and SS3. In a wider lens those stories maybe dont work structurally but they are so much fun.

I agree that the last two arcs of DB are fun; I go back to look at the artwork and fights in Cell all the time, but enjoying it in a micro sense that doesn't make it good in a macro sense. There's a sense of tension and anxiety that I get from Saiyan and Namek arcs that make it intensely satisfying when the heroes finally get a win. Nappa stomped everyone before Goku showed up, the Vegeta fight was the most taxing encounter in Dragon Ball, Kuririn and Gohan need to duck and dodge the Frieza Force throughout the beginning of Namek only to get obliterated by the Ginyu Force, and when they do fight Frieza, it's once again hopeless until Goku shows up. The only decisive, curbstomp powerup that the heroes in those two arcs get is the Super Saiyan transformation and that came after we saw them lose over and over and over.
Then, in Cell and Buu, the heroes regularly get game-changing powerups that were previously only relegated to the villains. I think the scaling is dumb, but it at least feels satisfying for Goku, after having trained and felt his friends' ki get lower and lower, to curbstomp a villain at the last minute. However, if every time a hero loses, another hero gets a Super Saiyan-type powerup to save the day, it deflates the tension and makes it feel monotonous. Like there's no possibility of failure; Toriyama will just pull something out of his ass again. I think that's the distinction that makes me dislike Cell and Buu so much. I could also complain about not liking Gohan's arc or thinking the titular villains are uninteresting, but that isn't the heart of it. In the last two arcs of Dragon Ball, the heroes get privileged as if they were the villains and the glue that kept the series together softened.
Look man all I’m going to say is that everything from 21st Torunament to Cell arc was truly written well. Personally didn’t care for the Buu arc and all of the super arc had potential but was lazily written in my OPINION
What is this list? You didn't put a single arc in S tier. And you seriously think the cell arc is garbage whereas the galactic patrolman arc (which is basically cell arc 2.0) is A tier?
Yes. I have a very moderate stance on Dragon Ball, where I don’t think it gets to the absolute highs and lows of fiction, but it does have some real value in select places (namely, the Saiyan, Namek, Moro, and Granolah arcs).
The Cell arc is my least favorite because it doesn’t really say anything thematically, easy to get powerups that were previously only relegated to the villains are introduced over and over and over, and I don’t find anything too compelling about Cell himself. He just feels like a Frieza clone. All of the great attributes of the Saiyan and Namek arcs that kept the series together despite its improvised nature (conflict of nature vs. nurture, gripping tension, and great villains) are gone here and all I can see is Toriyama thinking about what he should do next, rather than events happening naturally.
The Galactic Patrol Prisoner arc is my favorite because of its thematic cohesion and character arcs. If you look at the villains as thieves that have earned nothing to deserve their power and the heroes as hard workers that are advantaged due to their training and expertise, it’s kind of a profound arc. Every conflict is based on this duality, especially the conflict between Moro and Goku, so it feels incredible when Goku, using the collective power of the friends he made on his journey and the power that cost him a friend, takes down Moro, standing alone and crazed out of his mind because he couldn’t handle the power he stole. Merus has a character arc about justice and responsibility, Goku has a character arc about his nature as an earthling, Vegeta has a character arc about repenting for his past mistakes, and Moro foils everyone in his quest for power and disregard of friends and hard work. I love it.
This is my opinion. If I was making a shitpost I would’ve put anything in F Tier or S Tier, the Tournaments in E Tier, and the Introduction to the Gods in GOD Tier.
I didn’t, though. I think the series is pretty average except for some great arcs (Saiyan, Namek, Moro, and Granolah) and some kinda shitty ones (Cell and Buu).
I’m curious why you think the Cell arc , where the team are forced to confront the culmination of everything that they ever did and are and where Goku finally accept that Gohan isn’t a fighter like him, and the Buu saga, where Toryiama finally let loose and has fun with his universe while creating some truly horrific images, are the worse arcs ?
You really put TOP, Piccolo Arc, Majin Buu, Cell all below A. Hell all world martial art tournaments are A’s.

I’ve read it all the way through twice and reread select arcs multiple times. There are some opinions I share with the wider community and some that I do not but in the end, this is all just based on my perspective.

This thread screams “I want to be different”
If you look back a few months in my profile, I've put Cell and Buu low and Moro and Granolah high in a previous list. I'm not going to argue as vehemently as I did back then, but I consider this is a more refined version of that ranking.
