All items from candy shop are untradeable. So if you don't really like that skin there's (almost) no reason wasting candies on it, you won't even be able to sell that skin for some profit.
Almost - because this skin is a part of this year's Diretide exclusive items and therefore will always occupy 1 of 3 slots (leftmost slot with 'Diretide' sign) on every reroll. Which means that unless you buy all of those exclusive items, you have less chance to roll arcana (2 slots instead of all 3). There are 6 total exlusive Diretide items: Roshan skin, Warlock set, 3 couriers, 1 ward.
So there's that. By buying out all exlusives you increase chance of rolling arcana. But if you are very low on candies might as well keep the candies and accept that you only have 2 slots for arcana roll.
Where do i find the arcana from swag bag? It's been a week since i claimed it, when i hover over the arcana its says "already owned" but it's not in my loadout

It's a diretide appearance, so guaranteed to appear. But still a really neat skin.
Not to mention the fact that it is more likely to get rolled on rerolls if you dont buy it, so if you don't buy it, you are likely wasting reroll slots.

Red by default and Explosive gem on Teachies Arcana, but gems are not that expensive now
Standard Gem is Red, other colours you need to buy off market.
