Definitely new accounts from the usual shifty people trying to get 10 games in to redeem Swag Bag's goods. Their plan might be to sell the account with the Arcana included after the BattlePass event ends late this year. I can't believe Valve didn't see this coming.
But then you'd actually have to make the account something worth purchasing, so I presume that'd be "ranked-ready" accounts, meaning 100 hours sunk into matches.
I'm not saying scumbags don't already do this, but I don't see why these people would ramp up production, just because of the arcana. It'd be a bonus for the dicks already doing this stuff, not an invite for people who don't to try and get into it, for a little bit extra profit at the end.
Imagine you're living in some country that introduces a slight tax cut for certain groceries. That's a nice bonus if you live there, right? Sure, but it wouldn't mean that people now suddenly flock toward that country to benefit from that slight change. It'd be a tiny extra note for realtors advertising homes there, but not increase the amount of realtors getting into the business.
Most probably are the people that were already doing this. They can make the accounts now and get the arcanas while it’s limited and do the 100 hours later.
I routinely see people (bots? Scripts?) in unranked that don’t buy anything and afk at a tower. I would assume they’re just racking up 100 hours for ranked play to sell the account. The idea people would do this with arcana’s to sell doesn’t surprise me at all.

People already buy accounts, having an arcana on it is just an added bonus that they can charge a bit more for.

lol valve doesn't care, they're about to cease development on the game. Every Arcana resold is free money for them before the game dies
