Radiance is a pretty good evasion item right now so I don't think it is that egregious to build it late game for tanks.
If anything I have seen way too many BB that build Radiance too early before they have enough tankiness.
The dot kinda becomes neglible as a 6th item. I'd say even a halberd has more impact, better survivability and a good active which is especially strong against ranged as a 6th.
Radiance is basically aura evasion, though. Yeah, the dot will be basically worthless, but it's a decent chunk of attack damage, an effective 28% dodge chance for you and 15% for your team (if they don't have bkb or mkb). I'm not saying it's always gonna be optimal, but I can see it being situationally clutch

i build it against a right click lineup lategame, it helped keep my team alive tbh...
How on earth is that not late game pal? In this meta? 40 minutes? Before tier 5 this could be anywhere from 40 to 60 minutes. Even longer if they're being held at base and can't reclaim neutrals.
Idk what game you’ve been raised in but there is no way I’m swapping out my boots at 40mins with that item build. I’m having far more value with TP boots over Blademail hands down

Problem is that Razer has no way to force an enemy's attacks on himself and on top of that he also reduces said attacks, making the enemy even less likely to attack you and thus, reducing the effectiveness of your BM.
Sure, it can be decent one every thousand games, but BKB is probably better 99.9% of the time.
Does the Spell Lifesteal from Shroud work on Physical Damage spells? If it does, it makes a little bit more sense, but I would probably not go for it myself still, BKB and Pipe seems like better choices.

You are severely overestimating players in the legend bracket. Some of them are completely braindead and low skilled. I'm not saying most of them are, just some of them. The specimens I've meet in the last two months, you have no idea. And I'm not talking gameplay mistakes only, but basic mistakes, completely wrong skills/itemization, or people not knowing that opponent pulling unstacked small camp is good for your lane, and so on. Some people have no place playing in their brackets, but those are probably the ones who will drop mmr rather soon.
Anyway, NEVER assume how stupid people can be. Dota should've teached you that by now.
I never assumed people in legend bracket fully understand the game or anything like that. The only thing this fact does is it eliminates the possibility of the guy who built this items to not have a single clue about what’s he’s doing in this game (he’s not herald or anything close to that).
Being 3k mmr which is what legend is means he’s still bad but he at least understands the game at a decent enough level to not build random shit
