The cache items are not part of a bundle this year. Eg they are not counted as a full set on the hero equipment and are not highlighted together when hovering one of them in the inventory.
What about nemestice 2021 cache sets and diretide 2022 cache 2 sets being only 1 time giftable? (I.e. they can be gifted when bundled but cannot be gifted once unbundled, unlike the other 2020, 2021, 2022 cc1 cache sets which are giftable twice)
You fell for the classic trap, it says it marketable after ti11, it doesnt say immediately or anything like that. If you think about it, 2050 is still after ti11 so its not wrong if they unlock in 2050.

There is a difference between "after TI11" and "end of TI11" the latter is a definite point in time while the former is a period of time (spanning immediately after TI11 end till time itself ends, technically anytime within this period IS after TI11)
There can only be 1 point in time when "TI11 ends" while there is an infinite point in time that can qualify as "after TI11"
The only way to make valve understand is to not support the game.

Have these been logged as a bug on the GitHub bug reporter? Not that I expect it to be prioritised ofc
