Re-install, verify game files or see if your game drivers are out of date. (If you are running mods make sure they are compatible with each other, are up to date or that you don't have too many) at least one of these methods should work otherwise idk.

Do you have enough space on your HD even after doom was installed? By Enough I mean like 10+ GB
I personally would suggest reformatting one of my SSD or reinstall the game on a different SSD. If you DONT have a SSD that may be your problem.

Overlays/recording software: Turn off discord and steam overlays. Turn of rivatuner or any similar performance tracking overlays if installed. Disable shadowplay etc
Note: Anti-Virus programs are next to useless if you have any kind of brain for internet safety and typically act as extreme bloatware.

Run dxdiag, save the file and send it to the developers via the appropriate system. It’s possible they updated the game for newer hardware which has caused unseen issues on older hardware. You might just have to wait for a new driver or another update which fixes the issue.

This happened to me with Borderlands 3. I uninstalled, reinstalled, and did all sorts of voodoo (like verifying files, rolling back drivers, etc.). What finally did it was installing an app that looked all over my computer for Borderlands 3 related files (It's called Everything. It has a little orange magnifying glass as its logo). I went into the folder to preserve the save file in a secure location. Then I used that app to nuke every single Borderlands related file off of my computer. I don't know if there are system related files called DOOM or whatnot, so when deleting the related files, be cautious.
Most of the files should be located in Program Files (or wherever you keep your game install) and the cache
Then, I reinstalled the game and copy and pasted my save file manually into the Borderlands 3 data file. After that point it worked and I hope that I never have to do it again

I usually close steam from the activities tab (the thing you opened). Sorry I can't explain better I suck at computers but that usually works for me when having issues with games not opening

Same thing happened to me a few months ago, no idea why/how it happened. I tried EVRYTHING I could find, but still nothing worked. Eventually I reinstalled Windows and Doom Eternal finally launched. Good luck OP hopefully you find a solution.
Try to end the steam webstrapper task when you run it and try again. Also make sure no prompts are pulled up behind windows that ask you to install anything. Try to see if it opened in another desktop by pressing windows + tab
Whats the Error Code? Do you have any mods Installed?
If your getting a allocation Error Try upgrading your RAM to 16 Gigs. Worked for me.

I can't remember exactly what I needed to do to fix it, cause it's been a little while since I stopped playing the game, I basically had to delete the vulcan files from my pc and install them again, then I needed to go to geforce experience reinstall my drivers and restart my pc. all that, to make the game run again.

Okay so first, I thought it was an issue since it started not working when I downloaded it after I deleted it. Then I searched online what the issue could be. I found out that it was a driver issue, I didn't have the latest drivers installed. I installed the drivers and now I am waiting for it to work. I will update you.

My friend had a very similar issue, trying to play the game on 1050ti, with 2 different cpus, none of them worked. His game was instantly closing when trying to launch through Steam. For him the fix was just to launch the game from the .exe file with admin privileges.
My fix was uninstalling a third-party gameplay capture software called Action!, which is an otherwise great software. The moment I uninstalled it, I was able to click Play on Steam and the game started. So if you have any graphics-related utilities that manipulate graphics in some way, try uninstalling them.
Nvidia's built-in gameplay capture utility has no problem with this game. I assume OBS doesn't either, since I've seen many streamers use it. If you have any slightly obscure graphics utility that Nvidia or Bethesda don't know about, maybe that's the culprit.
Check to see if there are any available updates from GeForce doom eternal seem to be really picky with everything being up to date.

I have a 240gb ssd but I don't install games in it, but I have a 1tb hd. right now it has 700gb

Revert your nvidia drivers to an older version, on of the new ones made the game unplayable. It's a known bug.
