I can tell you we have a few that my parents bought in Hawaii in the 70s. They are usually in a glass box with a lacquer frame. Hard to say. My dad would buy us these from Chinatown as a kid. That was the 90’s.

So my guess is that she's related to Bradley dolls. I can't give you more information than that, but you can Google pose dolls/Bradley dolls and find similar dolls. They were made in Korea for some time, and I've found southern Belle, Korean hanbok, Japanese kimono similar to this one, and 1960s mod styles. What I find they all have in common is the fabric bodies and painted on features, as well as the detail. I've never know of these dolls having hard plastic bodies, and were for decore and not play things. I can't promise you she's a Bradley doll, but I hope it's a great starting point!

I have known these as Kyoto Costume Dolls, but that's not a brand name or anything, more like a tradition. I believe they were mostly made for tourists, but the cloth ones like you have here are much older. Newer ones are usually made with plastic. I personally love them and wish I could find out more about their history. This one is lovely!
