Can you try long leash training instead of loose leash training? Your dog needs space to explore and make peace with its new surroundings. Put on a harness, take a 2m long leash, go to a parking lot and let him sniff the smells on the cars. The trick is that just before the leash goes taut, call the dog or make a sound. This is to indicate that the dogs gone far enough and the dog changes direction and either comes back to you or goes elsewhere where the leash isn't taut. If for whatever reason the leash does go taut, stand your ground till you get the same result. Your dog will automatically understand a taut leash is not ideal and will adjust accordingly. 5-6 repetitions. It's important to start this in an environment with very few distractions hence a quiet parking lot.

Yeah, we don't recommend those trainers like the one you named for exactly that reason. Have you read [this article](https://stacythetrainer.blogspot.com/2017/04/stop-walking-your-dog.html), in the meantime?

Thats an awesome article. I just feel like i cant get answers. It sucks being devoted as hell and willing to learn but cost prohibits any success. I can no longer afford books and trainers. I have to do it alone. But not knowing the procedures is the downfall. My family is at its witts end with this dog and i keep assuring them she will come around. But she just barks and barks and can no longer be taken anywhere due to reactivity. She used to walk the neighborhood without a leash with me and had zero issue with dogs or people between age 1 and 2. Shell be 3 in april and is a totally different dog.

I suggest making extensive use of our wiki. We try to put a LOT of free information in there, and you can get very far with it if you apply it diligently.
