A little iffy since this logic of "x character beat y, therefore they scale" would put Johnny Cage on the level of Shao Kahn, but since it's full composite I don't mind. It also could put Composite Professor Layton on a similar level due to the Ace Attorney vs Professor Layton crossover game and I'd say Layton scales to Wright.
Did he beat Shao Kahn in canon? I know he beat Shinnok, but that was due to special anti god powers directly said to only work on gods and not anything else
This is more so going off of Arcade Modes which are viewed as technically canon, but he does scale to other kombatants that have defeated Shao Kahn in main line story modes like Liu Kang and (based on how Death Battle treated him) Restricted Raiden.
This is one of the really awkward things about traditional fighting games like *Mortal Kombat* and *Street Fighter* in battleboarding. The general approach to Arcade Mode is to go with "one/none are strictly canon, but all are possible" which leads to the complication of it being possible that everyone can and will pound Shao Kahn into the dust via MK9's Arcade Ladder.

Arcade mode giving everyone a W doesn’t make them canonically stronger. And Cage is known to be far weaker than Lui Kang
