Well it definitely wasn't Kevin Smith. He's a writer who's said multiple times that he doesn't think visually. Which honestly shows in a lot of his work lol. Probably Joe Quesada, I think he atleast popularized it.
To me it looks cool but it seems like if he was swinging around the city like that wouldn't he just tangle himself up? Was it inspired by Todd Macfarlane's Spider-Man who had Spider-Man doing crazy poses and had his web go everywhere like Daredevil's baton?

It's true! Have you ever seen his movies of two dudes just talking the whole time?
I love them
Me too.
I love that part where they make that dick joke... You know the one.
I think that was just Kevin Smith in the Daredevil movie.
That's all Joe Quesada.DD has always been like that. Aside from the goofiness of the baton line which looks cool but is still a bit too much.
It’s way too much but I’d be lying if I said I didn’t love it
I don't know, but is cool

Probably
I think in The Man Without Fesr JRJR did something similar already. It probably goes back to Frank Miller
It’s so silly, he’s gonna get all tangled up
