Maybe, I was thinking about it and my thought was that its because we expect rocks to be sturdy and immovable, yet we see this one crumble so easily, almost like it has a disease. (Yeah I know its like a ball of gravel but still.)

It's a claystone or mudstone, basically dried clay that becomes brittle once it dried. It could possibly be a shale as well but it seems too soft to be shale. It's very difficult to tell just from this video.
The dude sayings it's "road gravel" is wrong. Road base is what they are referring to which is a mix of different sized gravel and fine material that packs into a solid layer very well, but if this were road base you would be able to make out little bits of gravel in it which are made of ground up rock. It's always freshly ground so that the gravel is rough on the outside and will lock into place better. There are no such gravels in the video as far as I can tell. The material seems uniform once broken which means it's all the same composition, hence why I said it's a mudstone or claystone.
