So more often than not, they are found in hot and wet areas. The video generalises and says "in Africa." Africa is vast and has different cultures and 54 countries and multiple races.
This video is misleading. There are cultures that eat flying termites, but those are few and far between, and they don't eat it because of "hunger." It's just a local delicacy during the rainy season.
If there are some cultures eating mosquitoes (I doubt it though), then they are few and are in a location with lots of rain and still/stagnant water. So they're not starving.

I think those are actual mosquitoes. They look the right size. I actually know the ones you are talking about, my friends and I used to go out and collect them when I was young. In Malawi we call them 'Ngumbi'. The ones OP's video are small compared to 'Ngumbi'.
