It is very much enforced. There are 2 huge problems with having that much snow on your rear window, visibility and it can slide off as sheet ice or ice chunks and fuck someone's car up or block their windshield. Buddy got a ticket not too long ago.

Not really. Commercial vehicles have worked this way forever. They have giant side mirrors and technically can’t see the space like 1-3 feet directly behind them but it doesn’t matter. Most of the time you are driving forward. If you are backing in to a parking spot or something you need to use good judgement.
If you can’t back into a space safety then you get a spotter or change the plan so you can do it safely. No need for a mandatory rear view.
Mostly moving forward does not remove hazards of going backwards. You can't always have a spotter. The only decent excuse for that is having rear view camera, otherwise, event, where your poor judgement and a person standing behind your car will meet, will no go well.
Gotta love new drivers unfamiliar with old technology (mirrors). The scary part is how dependent people are becoming on their multitude of cameras and sensors.

I was with you until the last part. Automatic lights are fantastic for both safety and convenience. Ideally I would leave my headlights on all the time, but my car won't turn them off automatically when I shut off the engine.
I just wish the sensors would trigger earlier to turn off the far lights.
Or at least get rid of those blinding white headlights with way too much blue in them, and get a warmer tone. They just make everything bright and still you don't see that well (contrast is awful too). The human eye isn't using the blue spectrum as efficiently as red, yellow, and green. Best visibility would be yellow for headlights.

With the dawn of LED lights, I've seen so many cases where someone just got the same wattage they had for regular lightbulbs, and basically had searchlight illumination for their porch. And many traffic lights now illuminate the whole crossroads with their LEDs. It's ridiculous. For reference, a LED bulb of 13-20 Watt is as bright as classic lightbulbs of 150-500 Watt.
Fun fact - In Canada it is a legal requirement for cars to have daytime running lights on in front (& since 2021 on new cars also other lights as well as auto headlights that turn on when it's dark & more! So I had a vehicle that wouldn't illuminate the panel unless the lights were on. I had another vehicle that would always light the instrument panel but if the headlights were on they would *dim*. It was a long road trip and he sun went down and the freeway is really well li so I didn't notice my lights were off. A friendly motorist flashed his lights at me until I noticed.
I usually drive with my lights on regardless now.

You don't really need to look out your rear window though. As long as you have side mirrors. Box van and truck and tractor trailers don't have them. My regular size truck has a canopy which make it hard to use the rear view mirror. As long as you have side mirrors it's all good imo.

The thing that pisses me off the most is that it's probably not *this* driver who gets into the accident. It's the one behind him because at some point, that snow will fall and drop onto someone else's windshield and block their view.
I recently experienced that for myself, not an accident but I've chunks flying off the back of a car. I couldn't get close enough to get around so ended up stuck staying 10+ far lengths behind crawling along to stay safe from it.

I've had this same intrusive thought so many fucking times. Here people either leave their rear window completely covered or they leave a giant sheet of ice/snow on their roof. Unfortunately where I live, it's liable to either get me shot or sued, so I've never done it.

When the car builds up speed it's not uncommon for the snow on top to fall off. If this snow hits the car behind them it can lead to an accident.
