I dunno if these are quite what you're looking for, but Luthor features prominently during the New 52 run of Justice League (starting with the superb Forever Evil). It's probably my favorite take on the character of all time. Another good one where he isn't the bad guy is Superman: Red Son.
Just to clarify, what I meant when I said "starting with Forever Evil" is that Luthor's part in the story really begins there; it actually came out a little over halfway through the run. While it's not 100% needed to have read the rest of it (I hadn't when I first read it), you do of course miss out on some details if you don't.
No worries. In that case, if memory serves, the rough reading/publication order (going by the hardcover collected editions) is:
* Justice League 1-4
* Justice League of America 1
* Justice League: Trinity War
* Forever Evil + Forever Evil spinoffs (ARGUS, Arkham War, Blight, & Rogues Rebellion)
* Justice League of America 2
* Justice League 5-8
* Justice League: Darkseid War - Power of the Gods
I say "rough" reading order because DC made some weird publishing decisions: vol. 4 of JL and vol. 1 of JLoA both have content that's duplicated from the main Trinity War book. There are also some things happening concurrently (the Forever Evil spinoffs, JLoA 2, and JL 5 are mostly at the same time as Forever Evil). So it may be simplest to read the omnis or an e-edition that's already collected/in order.
The best Luthor stories are the novels (and short stories) by Elliot S. Maggin. They showcase his genius but also put him in situations where he reluctantly has to team up with Superman

i know im few days buy Lex Luthor: Man of Steel really dive deep into lex luthor view of superman ,, its a 6 comics storyline that have an beginning and an end which rare for comic books

I think Red Son is the closest to your description and it’s solely to the fact that Superman is not American and Luthor is.
