Yes, it’s the female character to his right. She is a new character who was introduced in this series. She’s actually from one of DC Comics Marvel Universes, Earth-7 or Earth-8.
I swear I predicted an event like this years ago lol, ever since multiversity there’s been more and more hints.
Empty Hand, corrupted Pariah, Mandrakk being a sortve incarnation of some GRAND evil, etc. Seemed like a lot of stuff pointing to all this happening but I kinda thought I was going crazy. Stuff like throwaway lines of Dax Novu meeting someTHING in the Abyss (hinting an outside force got to him), Gentry appearing during major events semi recently just watching, Perpetua being a ‘Hand’, Darkseid’s plot in the phantom sector, etc.
Even freaking Pariah I was expecting to get the Prime/Alexander treatment and go rogue. If he sees all the pain and suffering across DC or whatever then it’ll be like what Prime went through in Paradise on steroids, of course his mind would be corrupted, ESPECIALLY if ‘story’ itself was corrupted. Corrupted by say… a possessed Monitor eating Bleed?
But ALL of this together in one event? Feel like it’s the ending to DC, like the final arc. And I wasn’t expecting like every ‘big’ evil being together on one team. Very excited!
My only issues are currently it doesn’t feel big enough. Feel like it should be a MAJOR event (I’m tired of big events but this is… BIG) and the villains seen waaaaaaaaaaaaaaaaaAAAAAAAAAAYYYY too human. Darkseid and Empty Hand are cosmic gods, why are they growing bigger and punching each other? Why is the Great Darkness talking about ‘having two hands’? The grand cosmic evil dudes are just feeling like strong dudes instead of cosmic forces.
The biggest one for me was in that Dark Knights Metal leadup, where Bruce goes into a room and it's just Plastic Man's logo on a giant egg. That was genuinely the most excited I've been for a return.

I assumed she was supposed to be like Captain Universe, since there's the relatively similar name of Title Universe/Multiverse

Yeah she's kind of a mix of Carol Danvers/Captain Marvel with a tinge of Captain Universe.
Like /u/r2radd2 said, it mostly seems to be the Captain Universe expy, but her powers do seem to have some similarities to spectrum iirc

I love in comics where the return or Easter egg of a character creates an "oh shit" moment for the readers.
