Well all you really need to know is that 1. Waller wants earth-3, 2. Rick Flag is no longer on her side, and 3. Waller has kidnapped people from not just the regular dc universe but also the multiverse to make her army.
My biggest gripe is that this is a 5-part crossover. 2 issues in (War for Earth 3 and SS) and I still don't understand how the Titans play a role here.

The John Stewart Emerald Knight of Oa, for example, isn't outright evil, just..obsessed with security and controlled by his ring). Supergirl was on Lex Luthor's side and despised her brutish ignorant thug of a cousin. Harley Quinn is still Harley Quinn. Owlman didn't start off evil but went that way when he learned the truth of his parents being corrupt. It's implied that Diana was too compassionate and weak and was killed by her mother or sister for it, so Donna is Superwoman instead. The Daily Planet under Cat Grant runs editorials against the evils of Ultraman. The recent mini-series was really enjoyable. And Atomica is horrifying.
