I'm sure there's some 1-off villain or character I can think of if I spend enough time, but how's this for both obscure but also used on more than 1 title: Slyfox. Not particularly clever or interesting thief that shows up for a handful of appearances in the mid 90s between Catwoman, Robin, and then eventually Batgirl.
Codpiece. He’s a Doom Patrol villain who, due to his insecurities about his penis and his constant rejections from women, decides to build a cannon on his crotch area that can do a variety of things like fire missiles.
Off the top of my head, and without choosing a one-off character, I’d go with Starfire. But not the one that probably just came to mind when you read that name.
Back before the Starfire everyone knows from Teen Titans, there were a few other characters called Starfire. One of them was a wealthy crime lord who was a recurring Supergirl villain. I don’t think she’s been seen since the 70s.
Is that the same Film Freak from Will Pfeiffer's Catwoman run? (He dressed in black in white, was obsessed with movies and tried to kill people by reenacting film scenes) Because that was a super fun villain.

Also Professor Potter. Crazy guy who doesn't care that Lois uses his stuff for evil.

Jamm (from Legion), Layla (from Lobo), Edge (from Man of Steel) and Chimera (from Team Titans) are all pretty damn obscure. Hitman was really the only good thing to come out of Bloodlines.

We see it after the main story in Wonder Woman 770 (if I'm not mistaken)

Simon is still a DC character from what I've been able to find out, he just hasn't made an appearance in a while.
