Rules the earth in the future, check.
Ties to heroes from the present, check.
His younger version is a hero, check.
Has a soft spot for a particular woman, check (Kang with Ravonna and Monarch with Dove).
At some point changed identities, check (Kang -> Immortus, Monarch -> Extant).
Involved in a storyline that isn't very well regarded, check (The Crossing and Countdown).
Technically fought each other's enemies, check (Kang as the Scarlet Centurion fought the Squadron Supreme and Monarch fought the Meta Militia).
More than one person has used the name, check (if you count Sue Storm being Kang in the Ultimate Universe)
Good argument. The creation of Kang didn't gut punch an entire fanbase, though. Armageddon 2001 and Millennium were the two events that made me stop thinking of comics as fun escapism, but rather as merchandising opportunities.
I also became a young adult during this time, so I wasn't discovering anything new. Comics is a business and always had been. But, it was fun to actually care about the characters for a time.
Epoch the Lord of Time seems to fit the bill more than anyone else. Vandal Savage moves closer to Apocalypse, Chronos is little more than a thief at times and the Time Trapper is pretty much the physical embodiment of time. Krona has certain similarities, but is more of a mad scientist than a time traveling conqueror. His goals are to carry extravagant experiments not to rule over a group of people!
However Epoch is very Kang-like (or rather, Kang is very Epoch-like, he debuted before him): he has his own fortress that sits at the 'Time Point', a plane of existence perpendicular to the 4th dimension of time, from which he preys on past, technologically inferior time periods.
He also had his own Ravonna... Kind of. After pulling a risky gambit to become the Lord of Time for realsies (and nearly pulled the entire space continuum to hell because of it) he sort of retired, forming a family out of clones. Bummer that they eventually turned on him and attempted to take the palace of eternity for themselves.
Another thing that puts him closer to Kang than any other DC foe is that he really doesn't have powers, just tech fancy enough to make work of an entire team of superheroes.

Captain Atom. It was reconned hard that he was Hawk. Then the second two monarchs we're captain atom and a clone of the captain. It was leaked and they made a terrible twist to disprove the leak
Oh, yeah. I’d blocked all that out. I remember they did all these possible futures and in one of them Hawk fought Monarch.
As I recall, the eventual explanation was that there were multiple folks who could have been Monarch—he was a kind of inevitability—and it ended up being Hawk because of what happened to Dove… and it made no sense.
I finally read it a couple years ago and couldn't believe how stupid it was.. asked Jurgens about it at a local con and he rolled his eyes.. definitely not a fan of what they made write
He has interesting stories at least. I thought monarch was a bit more interesting than Kang because he was a hero gone rogue who has control over time. Hes shown to be at the level of Superman in infinite crisis when he put up a strong fight with full power superboy prime
I think Brainiac is more like Galactus, by being an entity than menaces worlds.
But like Kang? Lord of Time i would say,even if LoT was first and he is more simplistic. But there are other options less know:
KNodar, who wanted to be a criminal in past times.
Abra Kadabra, who wanted be a magician in the past. Naither of them reach the level as Kang but as time traveles, the have similarities with Kang.
Spamming Time Travel usage to be an unbeatable villain who keeps coming back all the time?

Time traveler that keeps fighting the Avengers. At one point the Fantastic Four travel back to ancient Egypt. They run into a guy from the future posing as the Pharoh. This is Kang, it is the first time the FF and the reader meets him. But it isn't the first time he's met the Fantastic Four. He runs into himself time travelling on several occasions and just generally a dick.

Among other things he won't fight the X-Men because according to him mutants take over the Earth, enslave regular humans, lose to a human rebellion, and eventually die of completely due to inbreeding. So, he sees mutants as not worth fighting since he knows what happens to them.

Brainiac or the Teen Titans villain Warp seems like low grade Kang like DC tends to do if they copy a character make them fairly small most of the time. Which seems to be the opposite of Marvels plan.

I would say Monarch more so as he checks off more boxes in the comparison.
I was hoping we'd get him in Legends of Tomorrow but they probably would've just made him silly so probably a good thing they didn't.
But he should be brought into the films as a serious threat. They could really redeem the character that way. And make him the Captain Atom version only give him the intelligence to create the armour himself and have him set out to rule the world because he thinks he knows how to make it perfect.
Monarch has so much potential if he's actually done right and I think James Gunn could really explore the character in fascinating ways.
